Sony has recently stated that the rumbling controller will be released on 2nd July in Europe (4th in the UK!) at the premium price of £39.99.

Hi everyone! We know you’re all patiently waiting for the next PS3 firmware update, v2.40, which includes XMB access in-game and Trophy support. The good news is that it’s July 2nd, and you can now see how accessing the XMB from in-game will work in this video.
